California herd immunity

KSBW News, which services the central coast, has an interesting story on California’s remarkably low Wuhan virus cases.  California has twice the population of New York but we have 1/14th (.071%) the cases we have in California.  Why?  Watch the video.

So why has this antibody test not been made available to the public before now?  Why is it going to take weeks to complete the study?  It should have been done weeks ago.  I know for a fact that antibody tests were under development at CalTech back in February.  They say that the results are available in minutes; are they making the test results immediately available to the participants?  If not, why not?  Why is this being done in only one location?  It should be statewide.
